Funding Essential Services and
​Infrastructure Needs


​When I talk with the residents of District 3, one concern always rises to the top: traffic. Whether it’s congestion during school drop-off, backups during peak hours, or concerns about new development outpacing the roads we already have — people want better infrastructure and less traffic. I couldn’t agree more.

Much of the frustration we face today is the result of underdeveloped roads and outdated infrastructure, combined with rapid growth that hasn't always been accompanied by the right planning. From drainage issues and flooding, to sewer capacity and crumbling pavement, our county is feeling the strain.

Planning for the Future, Not Just Reacting to the Past

That’s why I’m working toward the creation of a County-specific Planning Commission, a body dedicated solely to the infrastructure and development needs of Hamilton County outside of the incorporated cities. Right now, we rely heavily on regional planning efforts that don’t always reflect the unique challenges of unincorporated areas. We need a structure that puts County residents first and ensures that future development is supported by the roads, utilities, and stormwater infrastructure needed to make it work.

My Record on Roads and Infrastructure

This isn’t a new priority for me, it’s one I’ve championed for over a decade. During my 12 years as Chattanooga City Councilman for District 3, I was a leading advocate for increased funding for essential services and infrastructure. One of my most visible successes was pushing for a significantly larger paving budget.

When I first took office in 2013, the City’s paving budget was minimal and barely keeping up with the needs of our growing neighborhoods. Through steady advocacy and persistent budget work, we increased the paving budget to more than five times what it was when I started. That investment allowed long-overdue road improvements like Northpoint Boulevard and Lake Resort Drive to finally move forward—roads that many of you drive every day. With more desperately needed paving/repairs on Hamill Road and Lower Mill Road.

My Continued Commitment as County Commissioner

​Now, as your Hamilton County Commissioner, I’m bringing that same focus and experience to the county level. I’m committed to:
  • Advocating for smarter development that doesn’t outpace infrastructure
  • ​Prioritizing road improvements, traffic flow solutions, and drainage upgrades
  • Addressing sewer capacity concerns in areas where growth has outpaced service
  • Supporting strategic investment in transportation and stormwater systems
  • Creating a dedicated County Planning Commission to better align development with infrastructure

Our infrastructure shouldn't just support today’s needs, it must anticipate tomorrow’s growth. I’ll continue to be a strong voice for responsible development, better roads, and a smarter approach to planning so that we protect our quality of life in District 3 and across Hamilton County.
